As US Ambassador to Japan Rahm Emanuel prepares to hand over the reins to a new envoy, he talks to The ACCJ Journal about the experience, the importance of the alliance, and the future.

After being tapped by US President Joe Biden to serve as the nation’s ambassador to Japan, Rahm Emanuel arrived in Tokyo in January 2022 at a pivotal moment for the world. The Covid-19 pandemic was raging, Japan’s border closures were wreaking havoc on the business community, and the ripple effects were exposing vulnerabilities across the region.

Strengthening the bilateral relationship was essential. During his time as chief of mission, Emanuel has tirelessly worked to build bonds that foster a prosperous future not only for the United States and Japan, but for the entire Indo–Pacific.

In recognition of his strong support, the American Chamber of Commerce in Japan named Emanuel its 2024 Person of the Year and honored him with a special event on October 23 at Tokyo American Club.

As he prepares to hand over the reins to a new envoy, the 31st US ambassador to Japan talks to The ACCJ Journal about the experience, the importance of the alliance, and the future.

How can the business community strengthen the US–Japan alliance?

The US–Japan alliance is far from limited to our far-reaching security cooperation and the alliance’s place at the heart of a new latticework of security partnerships across the Indo–Pacific. That, of course, is fundamental to our relationship and to our collective deterrence in the region, but the United States and Japan have made strides on every front over the past three years.

As the largest foreign direct investor in each other’s economies, our two nations are persistently pursuing opportunities to forge closer links in business and research. In the fast-evolving environment of emerging technologies, our tech firms and academic institutions have the opportunity to lead the way in the research and development of artificial intelligence (AI), quantum computing, semiconductors, and other cutting-edge scientific fields.

But just as important as technological advances are our measures to protect them. This means tightening our export controls to ensure that technologies such as advanced AI chips don’t end up in the hands of adversaries with malign intentions. Ultimately, this is about securing our intellectual property, our economies, and the jobs of tomorrow.

Of course, we need to ensure we have the relevant education programs in place to train the workers who will be shaping these 21st-century technologies. The United States and Japan have made real progress in this area through partnerships between tech companies and universities. We now need to keep up the momentum by continuing to expand and enhance these talent pipelines.

Investment is the fuel of great business ideas and ambitious thinking. Since the United States has a flourishing venture capital ecosystem, there are boundless opportunities for cooperation in this area between US and Japanese companies. Japan has long been a source of innovation and invention. It’s just a matter of finding the funding to ensure those ideas can take flight.

One area with huge potential is Japan’s biotechnology sector. An increasing number of start-ups are drawing interest from investors here. With greater collaboration and support from US biotech enterprises, and investors with expertise in the sector, Japan can become a leading biotech hub, not just in Asia but globally.

How do talent hurdles and gaps in DEI and marriage equality impact the alliance’s economic strength?

Japan faces the dual challenges of a rapidly aging society and a declining birthrate, which means that the country doesn’t have a person or a talent to lose when it comes to winning the 21st century.

Every country, including the United States and Japan, has a long way to go in fully implementing the principles of diversity, equity, inclusion, and accessibility. But if we are to build well-functioning societies and thriving economies, we need to leverage all our assets. It’s about properly and fairly employing the people we have and embracing an ethos of lifelong learning, upskilling, and retraining.

How can we best collaborate on AI?

Looking at the speed at which AI is being developed and adopted, there is no time to lose in ensuring the United States, Japan, and our allies remain at the forefront of this technology. It is imperative that we set the pace in its continuing evolution and in establishing a fully functioning, well-regulated ecosystem that is aligned with our laws and interests. The sector is already seeing a lot of research and development cooperation and cross-border investment between the United States and Japan. Having talked to many major players in the field, I am confident that this trend will only grow.

During former Prime Minister [Fumio] Kishida’s state visit to Washington in April, we saw the launch of an initiative between US and Japanese universities and private sector partners in both countries to boost AI-focused research and workforce development.

The partnerships between Carnegie Mellon and Keio Universities, and between the Universities of Washington and Tsukuba, are supported by $110 million in investment from Microsoft and other US concerns as well as a consortium of nine Japanese companies.

Similar partnerships between Japanese and US universities and leading tech companies were launched in the fields of semiconductors and quantum computing last year. Both programs are about making groundbreaking advances that will have global benefits while educating the workforce of tomorrow.

Empowering our best and brightest in these critical fields will pay dividends both for our two nations and the world.

How can cooperation on climate change and clean energy be strengthened?

Two of the greatest challenges facing us all are climate change and energy security. Just as in so many other sectors, the United States and Japan are well placed to combine their respective scientific expertise in the development of new and cleaner energy technologies.

Earlier this year, Japan became the first international collaborator in America’s Floating Offshore Wind Shot initiative, which aims to reduce costs associated with the energy source. Having committed ¥120 billion to the development of wind technology and launching the Floating Offshore Wind Technology Research Association (FLOWRA) this year, Japan clearly recognizes the enormous potential of offshore wind.

Our two countries are also partnering on advanced small nuclear reactor technology, for which demand is only set to increase as we build more data centers to power generative AI. Meanwhile, Japan’s largely untapped geothermal energy resources hold tremendous opportunities for further collaboration between Japanese and US energy corporations.

These areas of private sector cooperation and investment not only reinforce our energy security but also offer us opportunities for growth in other markets, as we join forces to help developing countries devise their own clean energy solutions and infrastructures.

How important has the US–Japan Year of Tourism been following the border closures?

While the news in Japan is dominated by the record-breaking numbers of inbound tourists, the number of Japanese tourists visiting the United States continues to rise following the pandemic. Destinations such as Hawaii and New York City remain extremely popular, and, thanks to a certain Japanese baseball player by the name of Shohei Ohtani, Los Angeles—and Dodger Stadium, in particular—welcomed thousands of fans over the course of the MLB season this year. With Shohei recently named the National League’s MVP, we can expect to see even more Japanese travelers heading to California and elsewhere in the States when the 2025 season kicks off.

There are few places in the world with the sheer diversity of natural wonders and cultural and culinary experiences. Next year’s Expo 2025 in Osaka will be a chance to truly showcase all that the United States has to offer. Our interactive pavilion is designed to inspire visitors to learn more about the United States, explore the country in person, and even consider studying there. We expect the expo to help boost visitor numbers to the United States in 2025 and in the years ahead.

The recent agreement to establish Japan as our 18th Global Entry partner country couldn’t come at a better time, and is sure to enhance the travel experience of Japanese visitors to the United States. Since Japan is our largest foreign direct investor, and Japanese companies employ nearly a million Americans, it makes good business sense to make entry as straightforward and as stress-free as possible for pre-approved visitors. This latest agreement is another reflection of the strength of our bilateral ties.

How important was the Biden–Kishida summit?

[Former] Prime Minister Kishida’s state visit in April ushered in a new era for the alliance. It cemented the work we had been doing for the previous two years to deepen our cooperation in a multitude of areas. Security might be a key pillar of our partnership, but we are leveraging our strengths to drive innovation and growth on every front, from energy and education to science and space exploration. The United States and Japan, as President Biden reiterated during the state visit, are global partners whose endeavors and achievements are being felt across the Indo–Pacific and beyond.

The alliance is now at the heart of a new latticework of multilateral partnerships across the Indo–Pacific. By replacing our “hub-and-spoke” architecture of regional bilateral relationships with multilateral cooperation and consensus, we have built an energized environment of trust and dynamism in the region.

The historic trilateral partnerships we forged with Japan and South Korea and with Japan and the Philippines—as well as the work of the Quad strategic grouping of the United States, Japan, India, and Australia—boost our deterrence in the Indo–Pacific while providing renewed momentum for greater cooperation and integration between countries and economies. One thing is for certain: There is much more to come in the years ahead.

“What we do over the next three years will determine our presence and our vision over the next 30 in the region.” That line from my confirmation hearing in 2021 turned out to be my guiding principle during my time here.

How might Japan’s new political landscape impact bilateral cooperation?

Our efforts over the past three years to strengthen the US–Japan alliance, and to reassure allies and partners that the United States is a permanent Pacific power and presence, have received universal support from across the political spectrum on both sides of the Pacific.

There is a clear understanding in Japan and in the United States that the alliance forms the bedrock of our collective deterrence in the region, and that continued cooperation with other regional partners and allies is critical to confronting a China that seems intent on dominating its neighbors and forcing the region to play by its rules.

How has Japan changed your view of America?

Distance has given me perspective on both America’s strengths and challenges. My first few weeks in Tokyo were certainly eye-opening. Seeing people leave valuables on tables or benches while they went to get coffee or jog around the Imperial Palace revealed a level of social trust I had never witnessed before.

Equally bewildering—but beautiful—was the sight of young schoolchildren walking alone to and from school each day, with cars coming to a complete stop when children raised their hands in the air before crossing the road. Those scenes highlight to me how much kids in the United States have been robbed of their innocence. We make so many compromises and concessions for our safety in America. It’s been liberating to be free of that constant and nagging concern.

What I have been repeatedly reminded of while here is the dynamism of America’s entrepreneurial ecosystem. Our unique and unrivaled environment of venture capital firms and angel investors is what drives innovation and invention.

Our university research programs and private-sector tie-ups are unmatched, too. It’s no surprise that so many entrepreneurs, start-ups, and scientists gravitate to the United States—a place that embraces risk, encourages expression, and champions big thinking.

What is your message to the next ambassador?

The past three years have been about shoring up alliances, building multilateral partnerships, and strengthening our security commitments. With a firm framework now in place, the years and decades ahead will be about developing those strategic relationships and initiatives further while ensuring that the stability of the Indo–Pacific is protected and its economic vibrancy preserved.

As Americans around the world celebrate July Fourth, the day provides a chance for those of us in Japan to reflect on what has already been a historic year for US–Japan ties. Prime Minister Fumio Kishida’s state visit to Washington in April, the first by a Japanese prime minister in nearly a decade, marked a high point in our two nations’ long relationship, with numerous announcements of cross-border investments and collaboration.

With economic security directly linked to national security, it is paramount that the United States and Japan leverage their respective strengths to cooperate in the development of critical and emerging technologies and the diversification of supply chains.

As next-generation technologies such as artificial intelligence (AI) power the future of the global economy, initiatives like the $110 million AI partnership between four top universities in the United States and Japan, announced during the state visit, will allow us to be at the forefront of a field that is fast becoming embedded in every area of business and life.

Japan’s ambition to become a global high-tech and digital hub of research and innovation was given a boost by the announcement of investments in the country’s digital sector from Microsoft ($2.9 billion), Google ($1 billion), and Amazon Web Services ($15 billion).


With so much of the world digitally interconnected, it is imperative that our secrets are kept safe, our privacy and data protected, and our supply chains secured.

Amid the country’s digital transformation, cybersecurity has become a priority. With so much of the world digitally interconnected, it is imperative that our secrets are kept safe, our privacy and data protected, and our supply chains secured. During my recent trip to Fukuoka, we launched the US–Kyushu Cybersecurity Partnership Initiative. Bringing together leading US and Japanese technology companies with partners in civil society, law enforcement, and academia, the initiative is designed to strengthen the cybersecurity ecosystem in an area of Japan that is becoming critically important to the global economy.

While longstanding partners in space exploration and research, the United States and Japan are collaborating in every area of this flourishing sector. Decades after the Apollo program, the United States is preparing to return to the moon. The Artemis program will see the United States and Japan join forces on this momentous project, with an American astronaut once again stepping onto the lunar surface, this time accompanied by a Japanese astronaut. The coming years promise to be ones full of “giant leaps” in space science and human exploration.

Meanwhile, Japan continues to be the No. 1 investor in the United States, with $775 billion in direct investments. This confidence was reflected in decisions by major Japanese companies to expand operations or build new facilities across the United States. The likes of Toyota, Honda Aircraft, Daiichi Sankyo, and UBE all deepened their presence in North Carolina, Ohio, and Louisiana, respectively, with millions of dollars of commitments to those local communities and economies. The investments are also a vote of confidence in both US manufacturing capability and the skills of US workers.

As climate change wreaks havoc across the world, the United States and Japan remain steadfastly committed to accelerating energy transition while promoting clean energy. We have entered a new era where renewable energy is a major driver of investment decisions. The next challenge for Japan is deploying renewable energy at scale, but regions such as Hokkaido, where natural resources are plentiful, provide boundless opportunities for US energy companies already established in the field.

Unlike fossil fuels, which are subject to the unpredictability of world events and authoritarian regimes, renewable energy is clean, secure, and the employer of tomorrow.

None of our efforts would be possible without the underlying people-to-people ties. To lay the foundation for the next generation of US–Japan relations, we announced new educational endowment initiatives to support scholarships for high school and university exchange students. Together with our established Fulbright and Mansfield programs, these will inspire and inspirit the future custodians of our special relationship.

We are fortunate to have committed partners in the American Chamber of Commerce in Japan (ACCJ). What we accomplish together with the US–Japan alliance over the next year will shape the future of the Indo-Pacific region—and the world—for decades to come.

On the 247th anniversary of the birth of our great nation, I would like to extend my warmest wishes for a Happy Fourth of July to our friends and partners at the American Chamber of Commerce in Japan (ACCJ). Going on my second year in Japan, I am humbled by what we were able to accomplish. The ACCJ’s leadership played no small role in helping accomplish our mutual goals. While looking at our impressive accomplishments, it is important to note that there is much left to do.

Over the past few years, the US–Japan Alliance has become a cornerstone of peace and stability in the Indo–Pacific. As discussed at the G7 Summit in May, the importance of defending democratic values in eastern Asia cannot be overstated. Japan’s dedication to this cause can be seen by its reinforcements of defensive and diplomatic capabilities. Our bilateral cooperation has only deepened behind the promise to protect the rule of law and sovereignty.

Russia’s war in Ukraine is a direct attack on international order and the biggest modern threat to sovereignty globally. The invasion threatens to undermine the principles of sovereignty and territorial integrity. In response to the unjust war, the United States and Japan held steadfast in our dedication to global security and led international pushback against the Kremlin. Japan and the United States led sanctions, export controls, freezing of Russian assets, and donations to the Ukrainian cause.

This challenge strengthened international cooperation to create a united front against the aggressions of Russia. This war and our united response to it has much wider ramifications than just in Ukraine. As the People’s Republic of China (PRC) continues to test the boundaries of the South China Sea and Taiwan, it is evident that the outcome of Russia’s invasion holds great weight in determining the PRC’s aggressiveness in the Indo–Pacific region. In response to the PRC’s encroachment in the South China Sea, the United States and Japan have advocated for a rules-based order in the region, condemning their behavior. To this end, we have worked with other countries in the region to promote freedom of navigation and overflight to address the PRC’s aggressiveness.


Over the past few years, the US–Japan Alliance has become a cornerstone of peace and stability in the Indo–Pacific.

As we address international concerns, we must not forget the urgency of combatting climate change. The United States and Japan are global leaders in the fight against climate change and in recent years our cooperation has only grown stronger. The US–Japan Climate Partnership is an example of this cooperation, which commits us to achieve net-zero emissions by 2050. We are making significant progress on this goal by increasing renewable energy and through researching and developing new clean technologies. Our cooperation is essential to addressing the climate crisis and acting as leaders in an international response.

All of this must be accomplished without neglecting the economies of both countries. The advancement of US–Japan economic relations in the past two years is a positive development for both countries and the global economy. Concurrently, we have launched several initiatives to support economic investment in Southeast Asia and to promote free trade in the region. We are committed to working together to address common economic challenges and we are well-positioned to continue to advance our economic relationship in the years to come.

We are fortunate to have strong allies in the ACCJ with common goals. We must never forget that our unity is our greatest strength. It is what gives us the power to defeat tyranny and build a better world. What we can accomplish with the US–Japan alliance in the next two years will shape the future of the Indo–Pacific region for decades to come.

When Rahm Emanuel arrived in January as the 31st US ambassador to Japan, he wasted no time in building new connections and strengthening existing ties between the two countries. His experiences as mayor of Chicago, President Barack Obama’s chief of staff, a member of the US House of Representatives, and senior advisor to President Bill Clinton coalesce into a whirlwind of diplomatic energy. He has already visited 10 of Japan’s 47 prefectures and attended events stretching from Hiroshima to Otsuchi, in Iwate. And his love of trains and use of the country’s mass transit has captured the hearts of Japanese media.

On May 16, Emanuel took time out from this fast-paced schedule to speak to members and guests of the American Chamber of Commerce in Japan (ACCJ). Organized by the ACCJ Government Relations Committee, the luncheon at Tokyo American Club saw more than 200 in-person and remote attendees listen as the ambassador shared his thoughts on Japan and the great potential for the bilateral relationship. Emanuel also graciously responded to a range of questions during a lengthy Q&A session.

Following a welcome from committee Vice-Chair Anne Smith, ACCJ President Om Prakash delivered opening remarks. Noting that the ACCJ, as the voice of the US business community, has enjoyed a close and valuable relationship with the US Embassy, Tokyo, over the course of the chamber’s nearly 75-year history, he said, “I can’t think of a better person at the right time in the right place than this man.” In response, the ambassador quipped, “Intros like that make you wish your parents were here, because you know your mother would be proud and your father would be amazed.”

Impact on Investment

Emanuel began by noting that, after two years without an ambassador to its most important ally in the most important region, the White House and President Joe Biden are placing great value on Japan. The bilateral relationship, Emanuel believes, is at an inflection point. “We are no longer discussing, as we have for the past 40 years, alliance protection. I think the US–Japan relationship has matured into alliance projection,” he explained. “Yes, it’s about the two countries, but it is about the two countries projecting forward into the region in a shared way.”

As he said this, the embassy was preparing for Biden’s May 22–24 visit. That the trip took place so soon after the ambassador’s arrival highlights how their long working relationship energizes efforts to build cooperation with the administration of Japanese Prime Minister Fumio Kishida.

Stable, Sustainable Business

The challenges facing the world are many, and some are shaking the foundations of long-held approaches to business operations.

Emanuel said he feels we are transitioning from neoliberalism to a world in which consideration of potential conflict and political turmoil must play a key role in corporate decisions.

“There have been three major events that have shaken people and their calculations of what is going to be the road going forward,” he said. “And it’s a level of uncertainty, and an intensity of uncertainty, that really hasn’t been experienced in a long time when it comes to international affairs and international economics.

“My own view is that low cost and efficiency, which have been the guiding North Star for your individual companies for how you make investments, where you make investments, etc., those North Stars are slowly but surely … being replaced by stability and sustainability. No company today making a major decision economically, internationally, is going to be stuck with a major investment in an insecure, unstable political environment, a country that can one day have major sanctions [placed] on it,” he continued, alluding to the fallout from Russia’s invasion of Ukraine and the potential for future conflicts.

New Calculus

The coronavirus pandemic, he noted, has already exposed the fragility of supply chains, and the war in Ukraine is having a similar impact in how it raises concerns over uncertainty in and around political systems, even in democratic countries. “You’re going to start to change the calculus of how you make investments, based on whether a country is politically stable and if it lives by the rule of law. Does it have the resilience and sustainability that you need as a company?”

Speaking of uncertainty as it pertains to international trade, Emanuel said that we are witnessing the emergence of a new political and economic equation, one that will become clearer over the next five years. To stability and sustainability he added resilience. “Each of those, in some way, becomes more dominant in how we think about political decisions, commercial decisions, and economic decisions.”

He closed by saying that he feels we have a unique opportunity to advance US–Japan relations.

“I said when I was confirmed, I think that what we do in the next three years, as the US and Japan, will determine our relationship for the next 30.”

The ambassador believes that, if Kishida emerges victorious in the July elections, Biden has a chance to build a solid foundation with the Japanese prime minister, with whom he came to be on a first-name basis after they had spent just one day together in May.

Emanuel knows what can happen when there is instability at the top, and how that can impact the bilateral relationship. As Clinton’s senior advisor, he saw six Japanese prime ministers come and go in eight years. “As soon as you started to get to know somebody, they were gone,” he said. “There’s a chance President Biden will have one prime minister for his tenure,” he continued. “That’s a unique opportunity not only to develop a relationship but [to work with] a person who, without an election overshadowing decisions, has the ability to make some real decisions for the future of the US–Japan relationship, including as it relates to the Indo–Pacific.”

To that end, Emanuel applauded Kishida for his leadership in the face of recent global uncertainty.

“One of the things I think Prime Minister Kishida has done very successfully is he has taken the Indo–Pacific and the Transatlantic and collapsed them into a single strategic sphere,” he said. “Just in the past 10 days, he’s hosted the European Union president, the Finnish prime minister, the chancellor of Germany and, two days prior to that, on his visit to Europe, he was with the British prime minister, the Italian prime minister, and the Pope. That should be seen as a way in which Europe now has a vested interest in a free and open Indo–Pacific. That is a major change of where we are politically and a major change of where we are economically.”

Concluding his speech, Emanuel told the crowd: “I look forward to the next three years working with each of your companies and promoting not only your commercial interests but, more importantly, our shared interests.”

I would like to wish our friends and partners at the American Chamber of Commerce in Japan (ACCJ) a Happy Independence Day on the 246th anniversary of the founding of our great nation. As I look back on my first six months in Japan, we should be proud of what we have accomplished together in advancing US interests in partnership with our closest ally in Asia. Thanks in part to the leadership of the ACCJ, we successfully persuaded the Japanese government to ease entry restrictions and allow business travel and tourism to resume once again. Looking ahead, there is much more to do.

The US–Japan Alliance has much to celebrate as well, as Japanese policy has shifted from protecting and preserving our bilateral security alliance to projecting its strength outward in defense of a free and open Indo–Pacific region. Prime Minister Fumio Kishida warmly welcomed President Biden for their summit in May, underscoring the vital importance of our alliance in upholding democratic values and rallying other countries in defense of a rules-based order. Together, they co-hosted the launch the Indo–Pacific Economic Framework for Prosperity with a dozen other founding partner countries. Japan was our essential partner in this initiative, helping to bring partners from the Association of Southeast Asian Nations to the table and champion the rules-based economic order in the region.

Nowhere is the challenge to international order clearer than in Russia’s unprovoked and unjust war of aggression in Ukraine. Russia’s invasion threatens peace, prosperity, and the rules-based order established after the Second World War, as it continues to drive global inflation and exacerbate food instability throughout the world.

The response to Russia’s war of choice has been strong, swift, and unified, with the United States and Japan leading more than 140 nations in standing against the Kremlin. The Kishida Administration has matched our actions step-by-step on sanctions and export controls, and has sometimes even been ahead of us. In the face of this challenge, we also enjoy the opportunity to build a more prosperous and secure future. The united response has galvanized the North Atlantic Treaty Organization (NATO) member nations—and NATO-aspirant countries such as Finland and Sweden—more than any other event in the past decade, and their commitment to the alliance is as firm as ever.

The collective response to Russian military adventurism is already having a ripple effect beyond European shores. With Beijing’s eyes set on Taiwan and dominance in the Indo–Pacific region, we can be sure that the People’s Republic of China is watching carefully to see whether Russia can weather economic and political isolation. As CIA Director Bill Burns recently noted in a May 7 Reuters story, the costs that Russia is bearing is affecting Beijing’s calculation about Taiwan.

The lesson for us to bear in mind is that unity represents a vital strategic asset. It’s what separates us from our authoritarian competitors. At a time when globalization seems to be in retreat, alliances and partnerships with like-minded nations matter. What we do today to leverage the US–Japan alliance to build unity across the Indo–Pacific region over the next three years will define the next 30 years.

We also need to keep our eyes on the situation closer to home. We can provide a better living for the people of our two nations by implementing measures to make our economies more inclusive and by reimagining Japan as a global financial center for the 21st century, in partnership with the United States. Thankfully, we are fortunate to have strong friends at the ACCJ who share our vision, values, and sense of mission. I am confident that, together, we can make the changes necessary to pass along the same opportunities that we enjoyed.
